For those of you keeping score at home, the first half SO2 and COD numbers were released earlier this month. Compared with the first six months of 2007, the following reductions were achieved for the comparable period of 2008:
SO2: 3.96%
COD: 2.48%
Zhou Shengxian, the Minister for Environmental Protection said
the good momentum that discharge of both major pollutants continued to decline was attributed to the top attention of the CPC Central Committee and the State Council and the active efforts of local departments. Various comprehensive measures made great contributions to the result such as pollution reduction through green projects, industrial restructuring, environmental management and environmental economic policies.
It looks like there is a real chance to meet the annualized goal of 4% reductions in SO2. COD may be a little more difficult, but its still in striking distance.

Just posing a question here, is there any way to verify if those reductions were due to actual emissions reductions or an emissions inventory of what is actually emitted within Shanghai’s city limits versus provincial emissions that are carried into the city?
I suppose the best possible scenario is that between higher gas and massive gridlock people are leaving the cars for weekend trips and going back to the bus and subway.
